Based on the interrelation of local, regional, national and international cultural forces, new forms of political mobilization and cultural expression emerge (Non-Governmental Organizations and Collier, 2005).
Reinforcement of the course 1. Culture, which is distinctive of humanity, refers to the behavior and the usual beliefs that are transmitted by embodiments. Culture rests on the human capacity of cultural learning. It covers rules of duct internalized in human beings, which leads them to think and act in characteristic forms. 2. Although other animals learn, only humans manifest cultural learning, dependent on symbols. Humans think symbolically, arbitrary investiture gives meaning to things and events. By convention, a symbol represents something with what is not necessary or natural relationship. The symbols have special meaning for people who share memories, values and beliefs, due to the common embodiment. People absorb cultural lessons consciously and unconsciously. 3. Cultural traditions mold in particular directions the desires and needs based on a biological basis. Everyone is cultured, not only the people who have select education. Cultures can be integrated and designed through economic and social forces, key symbols and fundamental values. Cultural rules do not rigidly dictate the behavior. Within societies there is room for creativity, flexibility, diversity and disagreement. The cultural adaptation means have been crucial in human evolution. The aspects of culture can also be inadaptive. 4. Human capacity for culture has an evolutionary basis that goes back, at least, to 2.6 million years ago, in times of prime-
